Professional Licensure Disclosures

Many of Relay’s academic programs are designed to meet educational requirements for educator licensure. In compliance with U.S. Department of Education regulations (§ 668.43(a)(5)(v) and § 668.43(c)), Relay has made determinations about whether its programs meet the educational requirements for educator licensure in each state. certain states. Educational requirements include coursework and required clinical experiences. Note that even though a program may meet these requirements, individual students must also meet state- and program-specific requirements for admission to and completion of an educator preparation program, and any other state licensure requirements (e.g. testing, background checks) to be eligible for licensure. Relay encourages prospective and enrolled students to review this information carefully to verify that the program to which they are applying meets requirements in the state in which they wish to be licensed.

Because licensure is tied to employment and Relay requires that students are employed in a school-based position while enrolled. Relay uses students' teaching locations to provide information to students about whether the program that they are applying to meets educational requirements for licensure in the state in which a student is employed in a school-based position. Prospective students share their teaching location during the application process. Any enrolled student who changes employment at Relay is responsible for formally updating their teaching placement information via a student record update form in the student support tab on their status page within one week of the change.

Prospective and enrolled students will receive a direct disclosure via email prior to initial enrollment (or transfer) in a Relay program and/or upon formal notification of a change in the state in which a student is employed when the program to which a prospective student is applying, an enrolled student is applying to transfer to, or an enrolled student is enrolled eiher:

Does not meet the educational requirements for licensure in the state in which the student is employed in a school-based position, or
Relay has not determined whether the program meets the educational requirements for licensure in the state in which the student is employed in a school-based position.

Students should be aware that if they change the state of their employment before completing the educator preparation program in which they are enrolled they may have difficulty or be unable to complete their educator preparation program and/or seek licensure in either state (e.g. a certification-seeking student who relocates from Colorado to New York before completing all Colorado certification requirements may not be eligible for licensure in Colorado or New York). Students who are considering employment in a new state prior to completing their educator preparation program should first discuss the potential implications of this change with a member of the certification team in office hours or via email by contacting support@relay.edu.

Certification/Licensure Pathways by State

There are three certification/licensure pathways that Relay educator preparation program completers may use to obtain a teaching certificate/license depending on the program that they completed, the state in which they were located while enrolled and completing requirements, and the state in which they are seeking certification/licensure.

State-Approved Program (Direct): Relay's educator preparation programs are designed to meet educational requirements for certification/licensure in the state in which the program is approved. Relay offers state-approved educator preparation programs in the following states: Colorado, Connecticut, Delaware, Illinois, Indiana, Louisiana, New Jersey, New York, Texas, and the District of Columbia. Specific program offers and certificates/endorsements available vary by state. Students who complete a state-approved program and wish to be certified/licensed in the state where the program is approved may apply or be recommended for certification/licensure by Relay directly.

Students who are interested in teaching in a different state upon completion of one of Relay's educator preparation programs may pursue program completion reciprocity or certification/licensure reciprocity by following the processes established by the state agency governing certification/licensure in the state where the student wishes to teach. Some states may require additional testing or coursework requirements before issuing a teaching certificate/license based on reciprocity. Relay supports program completers through the reciprocity process by providing verification of program completion and related documentation for students upon request.

Out-of-State Program Completion: Some states offer the opportunity for individuals who completed an out-of-state educator preparation program to apply for licensure in the state without first obtaining a teaching license in the state where their program was approved. States typically require that the out-of-state program is comparable (i.e. leads to a similar subject/grade band) to programs leading directly to licensure in their state. Out-of-state program completers must often complete additional requirements such as testing and coursework before they can be issued a license. Students located in and completing clinical experiences in Tennessee*, Georgia, and Rhode Island apply for licensure in these states as out-of-state program completers.
Out-Of-State Certificate Reciprocity: Many states offer a process for certified/licensed teachers to apply to transfer their out-of-state certificate/licensure in a comparable subject area/grade level to a certificate/license in their state. States may not accept all certificates/licenses and may not have reciprocity with all states. States may require that out-of-state certified/licensed teachers have a certain number of years of experience in the state where their certificate/license originated, or that they complete additional testing or coursework to be eligible for a certificate/license transfer.

States set requirements for licensure and transfer and will make final determination for licensure and these are subject to change. Students are encouraged to review current licensure requirements and application processes of the state where they intend to be licensed by contacting the agency overseeing teacher preparation in the state where they intend to be licensed or reviewing published information on their websites.

*Relay has applied for in-state provider status in Tennessee. Approval pending State Board of Education vote in July 2022.

Program Transfers and Certification Support Programs
Individuals who have completed an educator preparation program at Relay and wish to transfer into the second year of a Master of Arts in Teaching program to complete a degree or who are enrolling in a Certification Support program to complete outstanding educator preparation program requirements are advised that these programs on their own are not intended to meet educational requirements for licensure in any state. Individuals who have completed a program leading to certification in Pennsylvania at Relay and wish to transfer into the second year of the MAT program at Relay's Philadelphia and Camden campus are advised that the Teaching Exceptional Leaders (TEL) major does meet educational requirements for licensure in Pennsylvania.

Relay Certification program completers interested in transferring to a Relay program in another state to complete degree requirements should connect with their Relay advisor and review program completion and certificate reciprocity requirements of the state to which they are relocating prior to initiating a transfer.

Programs Not Intended to Lead to Licensure in Any State
Relay also offers the following programs that are not intended to meet educational requirements for licensure in any state. These are:
